AHL is currently assisting The Hawai‘i Department of Public Safety to relocate and replace the O‘ahu Community Correctional Center (OCCC), Hawai‘i's largest jail. This essential replacement will provide adequate space and services to the existing inmates and to improve correctional services and safety of the inmates, staff, and the public. the project scope included forecasting the future inmate population, programming the proposed facility, compiling an inventory of prospective sites, and from that inventory, selecting a shortlist of preferred site options. An Environmental Impact Statement was then produced, evaluating the potential environmental and community impacts of construction on each of the shortlisted sites, as well as ways to mitigate these impacts. As a public project with a great deal of community interest, an important portion of the work included communication and coordination with community agencies, organizations, and the general public through newsletters, town halls, neighborhood board presentations, and private, one on one meetings. Once a preferred site was selected by the Governor of Hawai‘i, the team prepared a master plan for the preferred site which included conceptual plans for the facility along wit hcost estimates and project financing analysis.
